Performs network services from network design through implementation, maintenance, and upgrading of existing networks. Analyzes design, specifications, and related documents. Performs general LAN/CAN/WAN administration. Schedules conversions and cutovers. Coordinates with all responsible users and sites to resolve network or system incidents.  Translates business requirements into telecommunications (e.g., LAN, CAN, WAN, Voice and Video) requirements, designs and orders. Performs engineering analysis of telecommunications alternatives in support of strategic modernization efforts and telecommunications enhancement design for medium and large-scale telecommunication infrastructures. Assists telecommunications end users, telecommunications operations personnel, and telecommunications strategic program management with network interfaces.

A Master’s degree in Computer Science, Information Assurance, Information Security Systems Engineering, or a related discipline from an accredited college or university is required. A Bachelor’s degree from an accredited college or university in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline and an additional two (2) years of experience providing Network Engineering support may be substituted for the Master’s degree. Ten (10) years of relevant professional experience providing Network Engineering support and training commensurate with network engineering curriculum is required.
An Information Assurance Technical (IAT) level II baseline certification as defined by DoD 8570.01-M is required. Cisco certification is not required.

 Description of Job Duties/Responsibilities:  

• Provide Tier 3 support to the Network Operations Center (NOC).   

• Supports an organization’s local area network (LAN), wide area network (WAN), customer networks, Intranet and Internet and other data communications systems or a segment of a network system.   

• Monitor network to ensure network availability to all system users and perform necessary maintenance to support network availability.   

• Maintain network hardware and software.   

• Proactively identify risks in the network and develop a plan to mitigate them.   

• Supports numerous business requirements for telecommunications (e.g., LAN, MAN, WAN, Voice and Video).   

Required Qualifications: Candidate must have a total of 12 years of applicable experience.
(The experience can be a combination of degree and work history. This can be a High School degree and 12 years of work history OR an Associate’s and 10 years, a Bachelors’ and 8 years, a Masters and 6 years or a PhD and 4 years of work history).   

• Advanced networking qualifications including MPLS, BGP, OSPF, LAMBDA. LAN/MAN/WAN/Optical specialization.   

• Utilization of common ticket systems (Remedy, ServiceNow) and common network management tools (HPOV, HPNA, Solarwinds, MNS, Netcool, etc).   

• Must have hands on troubleshooting and fault isolation of IT business systems.   

• Must have a strong understanding of the OSI model and configuration of routing protocols such as EIGRP, OSPF, MPLS, BGP, LDP.  

Desired Qualifications: Preferred network certifications Cisco CCNA, CCNP, CCIE, Juniper JNCIA, JNCIS, or JNCIE, ITIL Foundations, and/or CISSP.

Provides support for implementation, troubleshooting and maintenance of information Technology (IT) systems. Manages IT system infrastructure and any processes related to these systems. Provides support to IT systems including day-to-day operations, monitoring and problem resolution for all of the client/server/storage/network devices, mobile devices, etc. Provides Tier 1 (Help Desk) and Tier 2 (Escalation) problem identification, diagnosis and resolution of problems. Provides support for the escalation and communication of status to agency management and internal customers. Provides support for the dispatch system and hardware problems and remains involved in the resolution process. Configures and manages UNIX, Linux and Windows operating systems and installs/loads operating system software, troubleshoots, maintains integrity and configures network components along with implementing operating systems enhancements to improve reliability and performance.

Bachelor’s degree in a technical discipline from an accredited college or university is required. Four (4) years of additional SA experience may be substituted for a bachelor’s degree. Five (5) years experience as a SA in programs and contracts of similar scope, type, and complexity is required. One (1) year of experience with ServiceNow platform is required. Two years of additional experience may be substituted for ServiceNow platform experience. DoD 8570 IAT Level 2 certification is required. Normally this is fulfilled with Security+ CE, CCNA Security, CYSA+, GICSP, GSEC, CND or SSCP certification. CISSP, CASP+, CCNP Security, CISA, GCED, GCIH and CCSP are also acceptable.

System Engineer 4 (Information Assurance)

Job Description:
This is a full-time position requiring 1880 hours of support per year; and work is performed at a customer location. As an Information Assurance Systems Engineer on our team, you will provide systems engineering and architecture support in the areas of architecture and standards, systems engineering integration, evaluation and testing, systems engineering implementation, and application services to a cryptologic program. 

You will:

• Identify, analyze, and recommend potential network and security architectures for the underlying infrastructure on which the customer will develop, test, and operate lifecycle of physical production from ordering through production and distribution.
• Analyze the user requirements, concept of operations, and high-level system architectures to develop system requirement specifications.
• Assist with the development of system requirements and functional requirements, as well as assist with deriving lower-level requirements from higher-level allocated requirements.
• Employ basic information assurance mechanisms (e.g., identification, authentication, access control, accountability) and security mechanism technology (passwords, cryptography, discretionary access control, mandatory access control, hashing, key management, etc.).
• Perform systems engineering activities and assist in the preparation of work products in Technical Process Areas associated with ISO/IEC 15288.
• Develop system architecture and system design documentation.
• Develop derived requirements for Information Assurance Services (confidentiality, integrity, non-repudiation.

Individual Capabilities/Experience Required:
Bachelor’s degree in a qualified engineering field or a related discipline from an accredited college or university with a minimum of 10 years of general systems engineering experience, a master’s degree or PhD in a qualified engineering field or a related discipline from an accredited college or university with a minimum of 8 years of general systems engineering experience, or a high school diploma or GED with a minimum of 14 years of general systems engineering experience.

• Experience coordinating development projects.

Job Description:

Qualifications:

Serves as an expert and assists lower-grade personnel and provides technical guidance and information to meet requirements. – (50%) Experience providing engineering support to acquisition programs including SEP, TEMP, Trade Studies, RFI analyses, CDRL reviews, DODAAF artifacts, Risk Management required

– Knowledge of MIL-STDs, technical aspects of acquisition frameworks and compliance monitoring required

– Knowledge of Electronic Warfare, RF Theory, or SIGINT preferred
